Ликвидация Laiki: дело за судом

Центробанк Кипра подал в районный суд Никосии заявление о ликвидации бывшего Laiki Bank – через семь лет после начала консолидации Laiki согласно решению Еврогруппы в 2013 году.

Об этом сообщил глава ЦБ Константинос Иродоту, выступая перед парламентским комитетом по финансам 25 января. По его словам, заявление было подано 8 января и теперь от решения суда зависит, когда начнется процесс ликвидации банка.

Последние активы банка – его подразделения в Греции – были проданы в июле 2019 года. Завершение этой сделки сделало возможным приступить непосредственно к ликвидации кредитного учреждения.

Иродоту отметил, что на конец сентября 2020 года на балансе банка находилось €232 млн, в том числе €140 млн, вырученных от продажи активов бывшего Laiki. В 2013 году по разным оценкам эта сумма составляла от €663 млн до €800 млн. Глава ЦБ также подчеркнул что главной целью является возврат вкладчикам их средств в максимально возможном объеме.

Далее суд должен рассмотреть заявку ЦБ и назначить официального ликвидатора Laiki, после чего процессу ликвидации будет дан ход. В ответ на критику о том, что дело Laiki тянется уже очень долго и кредиторы и вкладчики банка ждут погашения обязательств перед ними, Иродоту пояснил: продажа подразделений бывшего Laiki на Мальте, в Греции, Сербии, России и Украине – процесс сложный и требующий времени из-за необходимости получать одобрение регуляторов, а также, в случае с Мальтой и Грецией, проводить арбитраж.

Two-thirds (66%) of banking executives say new technologies will continue to drive global banking for the next 5 years compared to 42% of retail bankers in 2019. 84% of respondents agree that DevOps will drive transformation in core banking, while 81% of banking executives believe a multi-cloud strategy will become a regulatory prerequisite.

ARTIFICIAL INTELLIGENCE: A GAME CHANGER

The judicious use of artificial intelligence is seen as a key differentiator between winners and losers in the future. Building AI platforms is already the top technology investment area for banks, immediately after cybersecurity.

DIGITAL TRANSFORMATION ACCELERATED

Improving customer experience and engagement including intimacy and personalisation, migrating to digital channels, and digital marketing all feature at the top of banks’ list of strategic priorities. Even more dramatic is the finding that nearly 60% believe that the traditional branch-based banking model will be dead by 2025, compared to 44% last year. In turn, 75% believe cash will represent less than 5% of all transactions globally compared to 48% last year.

Covid-19 has woken up banks to the realisation that they have no option but to beef up their digital capabilities. Banks need to help non-digital customers, e.g. the elderly, rapidly adopt digital banking.

OPEN BANKING AND THE RISE OF PLATFORMS

With Covid-19 accelerating the digitisation of banking, 45% of banking respondents say their strategic response is to build a "true digital ecosystem" and integrate their self-built digital services and thirdparty offerings, in order to enhance customer experience and create new revenue streams. An overwhelming 83% of survey respondents believe that the platformisation of banking will steer the industry, an increase of 30% over last year.

ЦБ Кипра: недвижимость подешевела

Согласно данным кипрского Центробанка, в третьем квартале 2020 года индекс цен на жилую недвижимость на Кипре снизился впервые за последние четыре года.

Так, к концу сентября прошлого года индекс снизился на 0,3% после непрерывного роста в течение 16 предшествующих месяцев. В годовом выражении показатель продемонстрировал положительную динамику с приростом в 1,2%, что, тем не менее, намного ниже значения за второй квартал 2020-го (+2,2%).

Более того, впервые с первого квартала 2016 года цены на дома снизились в квартальном выражении во всех четырех районах страны: на 1,8% в Пафосе, на 0,5% в Никосии и Ларнаке, и на 0,4% в регионе Фамагусты. Квартиры подешевели на 0,5% по сравнению с предыдущим кварталом – впервые с 2016 года. Более того, в этой категории цены по сравнению с прошлым годом росли примерно на 4% каждый квартал с 2017 года, сейчас же годовой рост замедлился до 2,5%. Главные причины этого – пандемия и отсутствие спроса со стороны иностранных покупателей, отмечает ЦБ.

При этом низкие процентные ставки по ипотечным кредитам, а также финансовая поддержка населения и бизнеса со стороны правительства помогли удержать спрос на рынке недвижимости.

В заключение ЦБ предупреждает, что оценить воздействие пандемии на рынок недвижимости возможно в средне- и долгосрочной перспективе, а значит, в будущих периодах негативный эффект может проявиться с большей силой. Ситуацию могут усугубить и неблагоприятная экономическая ситуация, и растущая безработица и, в меньше степени, отмена программы «гражданство за инвестиции».

COVID-19 и банковский сектор Кипра

Пандемия коронавируса и меры по ее сдерживанию стали причиной серьезного спада в экономике Кипра в 2020 году, отмечает Stockwatch со ссылкой на отчет The Economist Intelligence Unit (EIU).

По оценкам EIU, в 2020 году реальный ВВП Кипра сократился на 6,2%. При этом прогноз организации на 2021-й предусматривает лишь частичное восстановление с ростом экономики примерно на 4%. К 2022 году Кипр может показать рост в 3% и вернуться к докризисному уровню.

В отчете говорится об укреплении кипрской банковской системы в период с 2013 по 2016 годы, несмотря на то, что уровень доходности в кредитных учреждениях страны остается низким. В третьем квартале 2020 года соотношение расходов и доходов составляло 68,5%, что хоть и ниже пикового значения 2018 года (77,8%), но значительно выше 36%, зарегистрированных во втором квартале 2014-го.

Проблемная задолженность

Еще один существенный фактор риска – большая доля необслуживаемой задолженности на балансах банков, которая сейчас может снова начать расти. В сентябре прошлого года этот показатель сократился до €6,3 млрд (с €9 млрд в конце 2019 года), что стало результатом как продажи банками крупных портфелей проблемных кредитов, так и кредитных каникул, объявленных властями Кипра в марте 2020-го. Несмотря на то, что мораторий на обслуживание займов был продлен до конца июня текущего года для определенных категорий должников, после окончания этого срока многие из заемщиков могут перестать обслуживать свои задолженности. Помноженный на достаточно сильное политическое сопротивление реформам в финансовом секторе, этот фактор может негативно повлиять на устойчивость банковской системы Кипра.

Политическое сопротивление

На фоне запланированных на 30 мая парламентских выборов, EIU уделяет немало внимания политической составляющей в экономической жизни страны. Организация отмечает, что сейчас за каждое решение правительство должно биться с парламентом, а с учетом предстоящих выборов партии требуют за свою поддержку всё больше уступок. Это, по мнению EIU, усугубляет недостатки экономической политики. Одним из примеров здесь может стать противостояние, развернувшееся вокруг проекта бюджета-2021, который в своей первой версии был отклонен парламентом – это первый подобный случай за все время существования независимой республики. Хотя в итоге бюджет был одобрен с перевесом в три голоса, в процессе блокирования депутатами его принятия Кипр оказался под угрозой дефолта.

Позиция законодателей в отношении отчуждения залогового имущества – еще один показательный пример политического воздействия на экономику. В 2018 году Кипр значительно укрепил правовую базу в отношении отчуждения имущества и неплатежеспособности заемщиков. Однако в июне 2020-го Верховным судом был одобрен ряд поправок, значительно затрудняющих для банков управление проблемной задолженностью. В дополнение ко всему, отчуждение недвижимости должников было приостановлено до конца марта 2021 года в случаях, когда залогом выступает основное место проживания стоимостью до €350 тысяч. Действие этой схемы также было распространено на недвижимость малого бизнеса, что, по мнению правительства, только усугубит ситуацию с обслуживанием кредитов и вынудит кредитные учреждения увеличить резервы под проблемные займы.

Лучше, чем в 2013-м

Несмотря на все вышеперечисленные проблемы, сейчас состояние банковского сектора намного лучше, чем до кризиса 2013-го. После вмешательства «тройки» международных кредиторов и значительной реорганизации сектора, совокупные банковские активы сократились с примерно 750% ВВП в 2009-м до менее чем 300% в 2019-м. Все неключевые активы кипрских банков за рубежом, в том числе в России, Украине, Греции и Великобритании, были проданы. Соотношение займов и депозитов сократилось со 130%–140% в 2013-м до 65% в конце 2020-го. Досточность капитала первого уровня выросла с 6,3% в 2012-м до 19% в сентябре 2020-го, а доля проблемной задолженности сократилась с почти 50% в 2016 году до 20,1% в сентябре 2020-го.

Как вы привлекаете внимание к вопросам кибербезопасности на Кипре?

Поскольку кибератаки становятся все более частыми и изощренными, а штрафы за утечки важных данных растут, многие организации начинают в спешке латать дыры в своей системе безопасности. Но трата денег на покупку продуктов для защиты– не решение.

Руководителям компаний следует осознать, насколько важна кибербезопасность, и сделать ее частью своих процессов. Им нужно понять, что для бизнеса это не препятствие, а инструмент, который обеспечивает непрерывность работы. Не менее важно инвестировать в своих сотрудников и сделать обучение основам кибербезопасности частью своей культуры, ведь именно люди по-прежнему остаются самым слабым звеном в цепи.

В 2020 году число кибератак значительно выросло по сравнению с прошлыми годами. Как вы смотрите на эту динамику?

Давайте начнем с того, что самым распространенным методом для киберпреступников остается использование электронной почты, так как здесь цель – человек, которого всегда проще обмануть, чем машину.

В разгар пандемии число фишинговых атак увеличилось на невообразимые 200% по сравнению с 2019 годом. Значительно выросло и количество целенаправленных атак, в частности на людей, связанных с разработкой вакцин от Covid-19.

И да, доля успешных атак действительно выросла, поскольку даже неопытным киберпреступникам становится всё проще изготовить очень убедительные копии настоящих сайтов и адресов электронной почты: при использовании специальных автоматизированных инструментов на это уходит пара минут. Кроме того, преступники сейчас используют методы шифрования данных, что усложняет выявление мошенничества традиционными защитными механизмами.

С другой стороны, внутренние угрозы также велики.

За последний год существенно увеличилось число инцидентов, когда свои же люди злонамеренно разрушали критически важные бизнес-системы, сливали конфиденциальную информацию и шантажировали организации, в которых работали. Из этих людей одни были вовлечены в промышленный шпионаж, другими двигала жадность, а третьи хотели навредить своему работодателю.

Организациям следует помнить об этих угрозах и принять меры, необходимые для минимизации риска. Перед организацией открыто много дорог при условии, что у нее есть надежный план по обеспечению кибербезопасности, и это только одно из направлений, где может помочь eSafe.

Каков ваш прогноз на 2021 год? Какие изменения в сфере кибербезопасности мы увидим на Кипре и в мире?

В 2020-м на первый план вышла удаленная работа, что создало для бизнесов новые реалии, – и Кипр не стал исключением. Эта тенденция продолжится и в 2021-м. На мой взгляд, многие организации примут эту новую модель как норму. Это, однако, несет с собой новые вызовы для компаний, ведь конкретной сети, которую нужно защитить, уже нет, а значит, следует не медля адаптировать и стратегии кибербезопасности.

5G – уже свершившийся факт, и с этим новым стандартом связи появляются и новые бизнес-возможности. В то же время, открываются и новые двери, через которые наверняка будут пытаться проникнуть киберпреступники.

В последние несколько лет мы наблюдали за ростом всевозможных устройств «интернета вещей», от подключенных к интернету лампочек и «умных» холодильников до полуавтономного транспорта. Всего этого в нашей жизни и работе будет всё больше. Однако недостаток устройств, в которых вопросы безопасности решаются на этапе проектирования, означает, что нужно принимать меры по снижению риска.

И наконец, в индустрии кибербезопасности уже некоторое время на слуху ИИ (искусственный интеллект). Прогресс в сфере ИИ и машинного обучения позволяет системам киберзащиты выявлять и предотвращать атаки, замечая аномальное поведение. Однако, поскольку эти инструменты и методы становятся всё более доступными, их начнут включать в свой арсенал и киберпреступники, что приведет к более изощренным, лучше замаскированным и сложнее выявляемым атакам.

Kyriakos Kokkinos: digital transformation of Cyprus

The new bill on Blockchain technology, two solutions for e-justice, management of governmental microservices, introduction of digital culture, and many other new and important subjects were discussed during the interview with Kyriakos Kokkinos, Deputy Minister to the President of Cyprus for Research, Innovation & Digital Policy.

My first question would be about the year 2020 – the first year for the Deputy Ministry. I would like you to present an outlook, an overview of the most important achievements the ministry had during this time.

As you know, the Ministry started operating on the 1 March 2020, at the same time the pandemic crisis hit, so it was a very rough and a very unusual start of our operation. Nevertheless, I think the Ministry was created at the right time in a sense, and that it helped a lot in coping with the pandemic-related challenges on the technology side. For example, within one week of the pandemic lockdown, we had created a platform for the processing of medical records for Covid-19-related inquiries. Within 3 weeks we had developed a platform for the social welfare department, for the payment of Covidrelated allowances. We managed to create a unique platform for the SMS lockdown authorisations that helped monitor how many times each eligible citizen was entitled to move. I truly believe that we made a major contribution as a new Ministry in our 9 months of operation. We kicked off a study on Artificial Intelligence (AI) which is under implementation as we speak. The blockchain Bill will be concluded and submitted to Parliament for approval making Cyprus a blockchainfriendly jurisdiction. We finalised our National Digital Strategy which has been carried out by PwC.

Could you please elaborate on your plans regarding blockchain technology?

There are two pillars on our blockchain strategy that were approved by the ministerial council: legal framework and technical framework. In terms of the legal framework, we have commissioned a team of experts including a law professor specialised in blockchain, who are working on a bill, – in collaboration with our local law firms – that will be submitted to Parliament for approval. On the technical part, we have been working with the European Blockchain Partnership and we announced an invitation for expression of interest for local firms, to propose cases that will solve the technical difficulties faced by our citizens. For example, KYC (Know Your Client) issues or cases on the domain of certifications of academic qualifications and certification of agricultural products, to name a few. We received around 56-59 proposals, all of which were evaluated. Now we are in the process of selecting which will be piloted by the government in collaboration with the private sector.

Could you tell us more about the projects that started in 2020 and are expected to be completed soon?

One example is e-justice, which is amazing in my opinion to have only electronic communication between lawyers and courts. After 4 months of hard work, in December, we introduced an interim solution for the e-justice system. It means that collaboration and communication between law firms and lawyers on the one hand, and the justice system on the other hand will be conducted electronically. This system has been tested and is currently under implementation and we expect to go live in February. The pandemic forced our society, our system to adopt a digital type of communication and use digital technologies. It is unfortunate to say “pandemic is a blessing” but in this context, it was. As I said, e-justice is very important for our economy, it is an interim solution which will last for about 2 years. In the meantime, in September we conducted another big project of e-justice which will be all-inclusive. It will be operational in 14 months from today. This project is a major reform. Moreover, the Tax Department has been contracting a new project for its digital transformation, which includes all types of taxes: social security, income tax, VAT, customs, etc. The contract value for this project is €34 mln and it will require approximately 2 years to implement. A school management system has kicked off this year as well. We have €350 mln of projects which are under implementation at various stages. Since some of these projects will take 12-18 months, some of them over 2 years, we have initiated a digital services factory. There are around 160 government microservices that can be provided to citizens in a fast-track approach, in a few months’ time. Basically, there are two speed approaches: the major projects and a list of small government micro-services. Although we call them “micro”, they have a major impact on the quality of life of our citizens and our businesses.

Could you name more services that will be accessed fully electronically in the nearest 3-5 months?

Town planning, submitting applications for building permits, student registration, electronic property deeds issued by the Department of Land and Surveys.

What challenges does Cyprus have when designing and implementing digital strategies? You said once that the main challenge is changing the culture… What else do you observe?

Culture is certainly the most difficult thing to cope with. In any digital transformation, you need to deal with systems that need to be reconsidered. For example, every government, ministry, department has their systems installed. We don’t need to have so many separate small infrastructures. Keeping up with technologies like that is very hard. We need to have one single data center for all. Dealing with government processes can be another challenge. Sometimes you need to change the laws in order to implement a digital reform. You need to cope with systems, processes, structure, and culture in the context of fast execution, which is very difficult.

I would also like to talk about the future. What measures do you introduce for Cyprus' IT community? There is a call for companies to provide communication services via a digital solidarity platform. There is as well the Horizon 2020 plan. What do you do to motivate Cypriot companies to participate actively in this area?

You are touching a very important strategic aspect of the Ministry’s efforts. Our national competitiveness as an economy, as a society, our sustainability and social prosperity, strongly depend on our capacity to develop and advance our posture as an international regional hub for science companies as well as high-tech companies. This is extremely important because attracting technology companies and international talent to use Cyprus as their home base, as well as leveraging and enhancing the local talent pool, is one of the top priorities on our growth agenda. It is an essential component of our economic model, and as such, requires engagement and orchestration of different stakeholders of the government, industry, and academia to make Cyprus a branded, inter nationally recognised business-friendly jurisdiction for high-tech and science companies. Two months ago, we started a draft of the strategic plan for Cyprus that will lead to the advancement of new pillars of our economy, contribute to its sustainability and resilience, and position Cyprus at the heart of knowledgebased economies. This strategic and disruptive shift will be supported by very specific interventions, policies and the instruments of our regulatory, taxation, immigration policies, talent management, and governance.

Could you give more detail on taxation and immigration policies? It is important for foreign communities that bring their knowledge and investments here to help Cyprus have its place on the map of innovations and technologies.

Let me give you some examples. We need to introduce some interventions in the institutional environment to address the regulatory playfield, government taxation, both individual and corporate, immigration policies and procedures. For example, one of the things we are currently examining is modification for income below €100,000 for nonresidents. Another thing to consider is tax incentives for innovative companies, introducing a "tech-visa" for high-tech and IT professionals, subsidies for employment costs for companies establishing IT centres in Cyprus. This refers to the institutional environment but we need to update and upgrade obsolete procedures and legislation as well. For example, obtaining the work permit for spouses of work permit holders; bringing together entrepreneurs, researchers, and academia in the industry. Human capital is very important because the talent pool availability is a challenge not just for Cyprus but for many countries. Upskilling programmes for young professionals and recent graduates should be implemented. Our education system needs to be revisited. We invite expats that are working in Cyprus to help us find and align their knowledge needs with our academic curricula so our graduates can also contribute and help. The other aspect is R&D and innovation capacities.

Are there programmes to support startups? The Cyprus Startup Visa was introduced several years ago. However, this programme is believed to not be working to its full potential.

The Startup Visa didn’t work well not because the programme was badly structured, but because of poor promotion. We had to advertise it more aggressively. There is another programme where we give €100,000 to new startups registered in Cyprus and we have already provided financing to 40 such startups. It is a competitive process and it goes through cycles twice a year. There is as well the Pre-Seed programme that grants €500,000 to existing startups aiming to advance towards commercialisation of their project, and €1 mln to mainstream companies wishing to invest, with a convincing proposal for innovative products-services. This Innovate programme was launched in November 2018 and has been successfully implemented since then.

 

Kyriacos Kokkinos 2 Kyriacos Kokkinos has been Deputy Minister to the President for Research, Innovation and Digital Policy, since 1 March 2020.

He previously served as the Chief Scientist for Research & Innovation of the Republic of Cyprus, Chairman of the Board of Directors of the Research & Innovation Foundation, and Member of the National Board of Research & Innovation.

He is a distinguished professional with 30 years of experience in Executive Management, Technology and Business Consulting. He held senior Executive positions in global corporations such as IBM Europe (Executive Director & Partner) and PwC.

He also served on the Board of Directors of many organisations, including Invest Cyprus (Cyprus Investment Promotion Agency - CIPA), the Cyprus Tourism Organisation (CTO), the Cyprus Port Authority (CPA), and the Board of Trustees of the Cyprus Institute.

Mr Kokkinos’ academic qualifications include Executive MBA in Strategic Management from Henley Management College (UK) and MSc & BSc in Electrical Engineering from New Jersey Institute of Technology (USA). Kyriacos Kokkinos is married and has two children.

Введя в начале января второй после начала пандемии национальный локдаун, Правительство Кипра параллельно объявило о самом крупном на сегодняшний день пакете мер, направленных на поддержание бизнеса: его бюджет оценивается в €350–400 млн. Среди них как прямые выплаты пострадавшим компаниям и самозанятым, так и косвенные меры в виде отсрочек по платежам и налоговых скидок.

Субсидии

Компании и самозанятые, чей оборот из-за пандемии в 2020 году сократился более чем на 35% по сравнению с 2019-м, а также бизнес, открывшийся в прошлом году, имеют право на получение государственной субсидии. Необходимыми условиями являются размещение головного офиса на Кипре и отсутствие задолженности по НДС. У компаний, начавших свою деятельность в 2020-м, сокращение оборота должно составить более чем 35% по сравнению со среднеотраслевыми показателями. Кроме того, получивший субсидию бизнес обязан продолжить работу в 2021-м.

На эту программу планируется потратить €200 млн., и предположительно воспользоваться ею смогут около 30 тыс. компаний. Размер субсидий, предназначенных для покрытия операционных расходов, варьируется от €1 000 до €300 тыс. и зависит от того, на сколько недель компания была вынуждена приостановить свою деятельность или сократить ее объемы. Например, тренажерный зал, оборот которого в 2019 году составил €311 тыс. и который в 2020-м потерял 80% выручки, может рассчитывать на получение €8 900. Салон красоты, в 2019-м оказавший услуг на €685 тыс., а в 2020-м – на 37% меньше, получит €8 411. Для турагентства, в 2019-м заработавшего €318 тыс., а в 2020-м потерявшего 95% оборота, выплата составит €9 000. Развлекательному центру с оборотом €3 млн в 2019 году и потерями в размере 96% в 2020-м, выплатят €190 тысяч.

В свою очередь, самозанятые, не являющиеся плательщиками НДС (с оборотом менее €15 600 за последний год), дополнительно получат 50% от ежемесячного пособия, которое им выплачивает Минтруда.

Аренда

Кабинет министров утвердил несколько мер по поддержке арендаторов в период с января по март.

В частности, в январе и феврале бизнес-арендаторы (компании или самозанятые), из-за карантина полностью приостановившие свою деятельность или значительно сократившие ее объемы, могут оплачивать лишь 30% от стоимости аренды. Если арендная плата за январь уже была внесена, послабление действует в феврале-марте. Отмечается, что оставшиеся 70% необходимо будет выплатить арендодателю до февраля 2022 года.

Бизнес, арендующий помещение для ведения деятельности у государства, в первые два месяца года полностью освобожден от арендной платы.

В свою очередь, арендодатели, которые в январе – марте снизят стоимость аренды на 30–50%, имеют право на получение налогового вычета по подоходному налогу в размере 50% от суммы предоставленной скидки. Кроме того, предоставившие своим арендаторам скидку владельцы недвижимости освобождаются от оплаты специального сбора на оборону в соответствующем периоде.

Обслуживание займов

Весной 2020 года Центробанк Кипра объявил о «кредитных каникулах»: все желающие могли подать заявку на приостановление платежей по своим займам в кипрских банках. Действие этой программы закончилось 31 декабря, однако уже в начале января регулятор сообщил о новом шестимесячном моратории на обслуживание кредитов – на этот раз для тех, кто либо не воспользовался этой возможностью в прошлом году, либо пользовался ею менее девяти месяцев. В частности, отсрочка будет предоставлена самозанятым и малому бизнесу, получившему кредит под залог основного места проживания стоимостью до €350 тыс.; бизнесу, пострадавшему от ограничительных мер; а также компаниям, работающим в гостиничной сфере. При этом на 31 декабря 2020 года задержка по выплатам не должна превышать 30 дней.

Подать заявку на приостановку выплат можно до 31 января, однако действие моратория не распространяется на кредиты, взятые после 30 марта 2020 года.

Кроме того, Центробанк заявил об упрощении требований к заемщикам – как физическим, так и юридическим лицам – при выдаче новых займов. Речь идет о критериях оценки платежеспособности, а также о документации, которую заемщики обязаны предоставить банкам. Следует отметить, впрочем, что по итогам третьего квартала 2020 спрос на кредитование значительно вырос во всех категориях (потребительские кредиты, ипотека, займы на развитие бизнеса) и на фоне этого коммерческие банки отчитались об ужесточении критериев выдачи займов.

Оплата труда

Министерство труда планирует выделить бизнесу, полностью или частично приостановившему деятельность из-за пандемии, до €130 млн на покрытие затрат на оплату труда.

Бизнес, закрывшийся из-за локдауна, может рассчитывать на покрытие за счет государства до 60% заработной платы каждого сотрудника. Компании с числом сотрудников до девяти включительно получат субсидию на 100% персонала, с числом более девяти сотрудников – на 97% персонала.

На такую же субсидию, 60% от заработной платы, может претендовать и бизнес, вынужденный значительно сократить свою деятельность. В этом случае государство компенсирует часть зарплаты для 45–90% персонала в зависимости от того, насколько сократился оборот компании.

Те же 60% от зарплаты государство готово выплачивать за тех сотрудников, которые вынуждены оставаться дома для присмотра за детьми младше 15 лет, находящихся на удаленном обучении.

Социальное страхование

Несмотря на то, что никаких льгот или отсрочек по выплатам в Фонд социального страхования не предусматривается, правительство упростило оплату взносов, запустив в январе новую электронную платежную систему SISnet. С 25 января ее использование при оплате взносов социального страхования является обязательным.

Теперь своевременно погасить свои обязательства перед Фондом соцстраха можно в любое удобное время, используя для платежа банковскую карту либо банковский перевод. Кроме того, работодатели, сотрудники и самозанятые теперь могут в любой момент получить доступ к информации о своих платежах.

С конца февраля система также начнет принимать просроченные платежи по взносам в Фонд соцстраха.

Услуги СуТА

Полугосударственная телекоммуникационная компания CyTA объявила, что до 31 января не будет отключать своих абонентов от услуг связи из-за неоплаченных счетов. При этом офисы компании остаются закрытыми до конца месяца, а оплатить счета можно только онлайн.

Аналогичные меры компания предпринимала в период первого карантина, когда она разрешила своим клиентам не платить по счетам до 30 июня.

How to Use Nudge Theory for Business Success

Olga Kandinskaia2As someone with a keen interest in the business management science, I always keep an eye on the latest decision-making theories. Simply speaking, making a decision is rarely easy. Or at least if we are talking of a good decision. To make a good decision, we need to be able to collect, interpret and analyse a load of information, and at the same time not to lose track of our goals. Management education is dedicated to this purpose of improving real life management decisions, applying the principles of management science to the current business challenges. The behavioural science has proven that people are often irrational when making their choices. Is there a way to prompt people to make better decisions? Yes, and one of the latest theories here, which is increasingly being embraced both in the public sector and in the corporate world abroad, is the Nudge theory. Understanding this theory and applying it in your business will help you succeed.

What is a Nudge?

Generally speaking, a nudge is a light touch or push, which is used to attract attention or to point someone in the right direction. The Nudge theory is a way of offering small clues that support decision-making. It’s not about penalising people financially or limiting their freedom if they don’t act in a certain way. Instead, it is about making it easier for them to make a certain decision. Placing fruit at the eye level at a school canteen has proven to bring much better results than the direct instruction to children to eat more fruit. Other real life examples of nudges would be footprints painted on the floor leading to recycling bins, or putting a few euros in the collection plate before passing it around, or a more recent example of ‘social distancing circles’ painted on the floors in supermarkets and other public places.

The Nudge theory existed from the mid-1990s, but became famous after the 2008 book by Richard Thaler and Cass Sunstein “Nudge: Improving Decisions about Health, Wealth and Happiness”, where they wrote: “By knowing how people think, we can make it easier for them to choose what is best for them, their families and society.” The Nudge theory is one of the latest developments in the field of the behavioural economics.

Nudging in Public Policy

Thaler and Sunstein, two prominent behavioural economists, argued in their book that policymakers should alter the environment in which we make decisions in order to help us make better choices. Not eliminate bad choices, but just gently direct (i.e. nudge) us into making less bad ones. Nudging involves such actions like rearranging choice hierarchies and changing defaults so that better choices are more prominent.

In 2010, Richard Thaler was an adviser on the creation of the Behavioural Insights Team in the UK government, which became known as “nudge unit”. The unit was initially focused on public health issues such as obesity, alcohol intake and organ donation, but promptly its scope has changed to cover everything from pensions and taxes to mobile phone theft and e-cigarettes. The Team’s motto is that “government policy can better be executed by employing small, clever prompts.” The team worked with HMRC (Her Majesty’s Revenue & Customs—the U.K.’s version of the IRS) to change wording in collections letters in an effort to get more people to pay their bills on time without resorting to threats or new legislation. They edited the letters to say that most people in the recipient’s area had paid on time, implying that the reader was the only one doing it wrong. Apparently, this tiny change increased payments by 5%.

Applying Nudging in Business Management

In 2017, Richard Thaler, one of the founding ‘fathers’ of the Nudge theory, received the Nobel prize in economics, and this boosted the active application of the Nudge theory in the corporate world.

The HMRC example above is an example of social proof. It plays on our innate desire to not stand out from the crowd. While social proofs come in many forms, the most straightforward is the method saying “Everyone else is doing it.” In the office, we can use this to help manage employee compliance. For example, when introducing a new training program that you want everyone to complete. Most employees will do it if you ask them, but a portion will always delay. Resorting to some kind of threats, even mild, may have negative side effects, so consider going with this non-threatening and encouraging message instead: “Almost everyone has already completed the training, please make sure you do as well.” You may be surprised that it will be more effective than direct threats.

There is a huge potential when applying the Nudge theory in sales and marketing. The way we describe something has a bearing on whether it is desirable or not. For example, a frequently encountered nudge is the “Most Popular” label. If you offer on your web site several different subscription packages to customers, you may mark one of them as “Most Popular Plan”. While it doesn’t force your customers’ hand or changes their ability to choose any option, it catches their eye and makes a subtle suggestion by claiming that a specific option is the one everyone else likes.

In the area of finance, organisations such as Lendwithcare, a UK microfinance lending site, have got nudging right. They provide instant feedback to encourage people to donate microloans to small businesses in less developed countries. By showing people where their money went and the good it’s doing, they encourage people to lend a lot more.

Bottom line: nudges are essentially small clues that support decision-making. Use them wisely in your advertising and watch your product fly off the shelves. Fail to understand how people really behave, and your business will struggle – even when doing everything logically right.
